The purpose of the role

We are seeking a manager with strong programme management and policing expertise who will help us to demonstrate quality and difference to the policing sector. The Progression Manager is responsible for ensuring our alumni, and talented, diverse officers within forces are supported to progress through the policing ranks into leadership positions, through two major strands: Frontline Leadership Programme and Alumni progression.

The Progression Manager will lead a medium-sized high-performing team of professionals with curriculum/learning, programme management and policing expertise. You will work closely with the wider Ambassadors and Alumni team, the Head of Ambassadors & Alumni, Chief Operating Officer (COO) and wider management to deliver the above priorities.

Key responsibilities

• Programme Management: lead, design, execute and iterate the Frontline Leadership Programme and it’s multiple cohorts of officers through it’s pilot year, and develop it into a sustainable long-term programme of work from 2022 and beyond. Responsible for overall FLP operational planning and budget.
• Curriculum and learning oversight: quality-assure and oversee the development of the curriculum and learning content for face-to-face taught days, and online and independent learning, drawing upon understanding of the National Police Promotion Framework (NPPF) and Police Now specific leadership goals. Work closely with teams across Police Now to deliver best practice and use new innovative techniques to support the progression and leadership development of our officers.
• Participant attraction, recruitment and engagement: oversee the attraction and recruitment process of FLP participants and offer-holders, with the support of our expert Recruitment & Marketing team.
• Evaluation: work with our Impact & Insights team to evaluate the FLP and progression strands and improve participant experience and outcomes; ensure data and evidence-based decision-making is a core part of the team’s culture.
• Operational delivery: be a visible leader for the FLP and progression work, including leading and attending teaching days alongside team members, speaking at events, and liaising with participants and delivery partners; oversee events management to ensure high standard delivery including face-to-face events (typically in London or Birmingham) and virtual events.
• Sector stakeholder management: liaise with senior stakeholders in forces and sector partners such as the Home Office and College of Policing, with the support of our expert Policing & Home Affairs team.
• High-performing team and operations: develop a high-performing, highly organised progression team who are wholly committed to our mission and demonstrate our leadership principles daily.

What you’ll need

• A strong understanding of the UK policing sector and a proven interest in crime and links to deprivation; direct exposure to the policing sector is required and knowledge of the NPPF / policing promotion processes is highly desirable
• Demonstrable experience of designing and delivering programmes at scale at a regional or national level; experience of learning & development and leadership programmes is an advantage
• Strong project management skills and experience working on a number of different projects simultaneously, including managing budgets, risks and timescales
• An experienced people manager with a track record of managing a variety of teams and individuals, and coaching staff with different levels of experience
• Strong operational delivery experience, with an ability to facilitate, lead and present in person and digitally
• Strong stakeholder management and customer relationship experience, particularly within the policing sector; experience in writing proposals and pitches an advantage but not essential
• A genuine commitment to diversity and inclusion in the workplace and in policing
• A good degree of proficiency in Word and PowerPoint
• A demonstrated ability to advise and lead on a strategic organisational level as well as day-to-day operations; experience of working successfully in a changing organisation where flexibility, agility and adaptability are essential
